From Raw Dirt to Ready-to-Build

AWP SITE DEVELOPMENT LLC plans, engineers, and delivers complete land subdivision and heavy civil packages for residential, commercial, and municipal clients. We turn unshaped parcels into fully permitted, build-ready sites with grading, underground utilities, roads, and compliance handled end-to-end.

Who We Build For

A field-first team focused on subdivision and heavy civil delivery

We combine preconstruction rigor with boots-on-the-ground execution.

Based in Eustis, Florida, AWP SITE DEVELOPMENT LLC delivers subdivision infrastructure and heavy civil scopes across Lake, Orange, Seminole, and surrounding counties. We work for national homebuilders, private developers, and public agencies that need reliable schedules and transparent cost control.

Our superintendents average over a decade of earthwork, stormwater, and utility experience; the same leaders that walk the site during bid day are the ones setting grades during production. We maintain our own GPS-controlled equipment and partner with vetted specialty subs to keep critical path items moving.

Safety and compliance are non-negotiables. Every project is supported by a permitting playbook, traffic control plans, daily JHAs, and erosion/sediment measures that meet or exceed regulatory standards. We document with photo logs, drone surveys, and quantity reports tied to pay items.

The result is a single team that can clear, cut, fill, stabilize, install undergrounds, pave, stripe, and turn over to vertical builders without hand-offs that lose time. Our goal is simple: deliver lots and pads that pass inspections the first time.

Capabilities

What we deliver from precon to punch list

Three core service lines tailored to land subdivision and heavy civil scopes.

Full Sitework & Land Subdivision

We execute clearing, grubbing, mass earthwork, import/export balancing, and GPS finish grading for pads, lots, and roadways. Our team integrates stormwater ponds, swales, and erosion control to protect downstream systems while keeping your schedule intact.

We manage platting milestones and coordinate with surveyors to ensure boundary, easement, and right-of-way constraints are captured in field layout. Final stabilization is delivered via sod, seed, and riprap where required by the SWPPP.

Deliverables include as-built grade models, compaction reports, and turnover packages tied directly to permit conditions so vertical trades start without rework.

Underground Utilities & Stormwater

Crews install potable water, sanitary sewer (gravity and force main), reclaimed systems, and storm pipe with structures. We utilize laser and GPS control to maintain slopes and cover, documenting tests for mandrel, pressure, and bacteriological clearance.

Our stormwater expertise spans RCP/HDPE networks, box culverts, control structures, and outfalls, with emphasis on build sequence that keeps temporary drainage operational during weather events.

All tie-ins are coordinated with municipalities and utilities providers, minimizing shutdown windows and avoiding service interruptions to neighbors.

Roadway, Curb, and Hardscape

We deliver subgrade preparation, base rock, curb & gutter, sidewalks, and multi-lift asphalt paving. Traffic control plans and MOT are prepared for public frontage work, and we coordinate with signal and striping vendors for final acceptance.

Material tickets, density tests, and ride/straightedge checks are organized by pay item for easy pay-app substantiation. Punch-list closeout includes signage, ADA ramps, and thermoplastic striping.

The end product: safe, durable streetscapes that meet agency standards and homebuilder expectations.

Why AWP

Three advantages that keep jobs moving

Our edge is practical—earned on busy sites, tight turnarounds, and fixed budgets.

Schedule Discipline

Our look-ahead planning links activities to inspection sequences, material lead times, and weather patterns. The superintendent runs daily huddles; the project manager updates a living schedule visible to owners, engineers, and utilities—no black boxes, no surprises.

Permitting & Compliance

We speak the language of agencies. From NOI/SWPPP to driveway and utility permits, our office tracks submissions, comments, and closeout artifacts. Erosion control is field-verified with photos and daily logs so that compliance is documented, not assumed.

Own the Dirt

GPS dozers, motor graders, and rovers keep design models synced to the field so cuts and fills match the takeoff. Drone flights validate quantities and provide orthomosaics for owners. When the dirt tells us the plan needs adjustment, we fix the plan before the budget feels it.

How We Work

A clear three-stage path from concept to turnover

Each stage has defined artifacts so you always know where the job stands.

Overview

Our process is built around decisions that de-risk the next week of work—then the next month.

  • One point of contact who actually walks the site.
  • Transparent pay items and change-order triggers.
  • Weekly photo/quantity reports for real progress, not just percent complete.

Whether the scope is a 30-lot subdivision or a municipal drainage retrofit, the same rhythm applies: investigate, build safely, and verify.

1) Preconstruction & Due Diligence

We validate geotech, topo, utilities conflicts, and permitting pathways. Takeoffs become an itemized budget and a phasing plan. We schedule preliminary reviews with AHJs to shorten cycles. Deliverables: logistics plan, SWPPP, risk register, and baseline schedule.

2) Field Execution & Controls

Clearing, earthwork, and utilities proceed with safety briefings and QA/QC checkpoints. Inspectors are engaged early for hold points; as-builts and tests are logged daily. Weather contingencies and procurement buffers keep critical path activities protected.

3) Turnover & Closeout

Paving, signage, and final stabilization are followed by punch-list sweeps with the owner. We submit as-builts, test results, and maintenance bonds for acceptance. Lots and pads transfer to vertical trades with zero outstanding corrections.
